Financial Law for Silver Economy Development
Abstract: Population aging is increasing the need for financial frameworks capable of supporting the development of the silver economy. This article examines the principal components of financial law relevant to mobilizing, using, and allocating financial resources for silver-economy development. Drawing on legal analysis and selected international experiences, it considers the roles of State-budget resources, private investment, credit, taxation, and other financial mechanisms. The analysis shows that an appropriate combination of public and private resources can support essential services for older persons while encouraging investment and innovation. The article proposes recommendations for countries experiencing population aging to strengthen financial laws governing resource mobilization, resource use, and the allocation of funds generated through silver-economy activities.
