Abstract: This paper presents a physical model for quantum entanglement based on my previous Theory of Everything (TOE) with Eternal DMP (Dark Matter Particle) BEC (Bose-Einstein Condensate) and SGW (Super fluid Gravitational Wave) membrane. The universe is considered to exist within a self-existent (Eternal) DMP ocean with tension TSGW = k . G, where k = 1.3 ? 1019 is the Eternal constant derived from Uttarakhandi Equation. We show that entangled particles are two localized excitations (vortices) of the same underlying SGW membrane. Measurement correlation E(a,b) = -cos(a-b) is derived from cos^2(phi) weighting of SGW modes, violating Bell inequality |E(a,b)-E(a,c)| 19 c, while no-communication theorem is preserved due to 1/k suppression factor. This model unifies Bohm's pilot wave, t Hooft's deterministic hidden variables, and Leggett's crypto-non-locality within a single Eternal DMP ocean, providing physical reality to Einstein's 'spooky action at a distance' as river-like connectivity of SGW membrane. We connect DMP BEC critical temperature to CMB temperature 2.7K (Penzias & Wilson, Planck data) and show dark energy density (its SGW Membrane, not Dark Energy as explained by western scientists) matches T_SGW tension (scientists observed it as 68% Dark Energy, but actually SGW Membrane as per Rawat's universal stability law). Experimental predictions: Delta /G ~ 1/k = k = 1.3 ? 1019 and entanglement delay Delta G / G = 1 / k = 7.7 x 10-20, Delta t = L / (k.c) are proposed for future tests. "Unlike Noble 2022 work which provides only mathematical non-locality, present work provides physical medium- Eternal DMP BEC + SGW membrane with k = 1.3 ? 1019 throughout universe."
