Abstract: This paper is concerned with the development of the mathematical theory of probability, from its founding by Pascal and Fermat in an exchange of letters in 1654 to its early nineteenth-century apogee in the work of Laplace. It traces how the meaning of mathematics and applications of the theory evolved over this period.
